After performing install/upgrade/uninstall of a program a short description along with samples should be sent to the na2 and sa1 lists (if applicable).
Before upgrade and uninstallation it must be made certain that no user gets affected due to that (deadlines depending on existance of some program, etc).
In case of a specialized software or a specialized build a list of users should be kept, whom to inform personally.
